The Home Development Mutual Fund or more popularly known as “PAG-IBIG” is a government agency that caters to the administration of the national savings program and affordable shelter financing for people employed both locally and internationally. Self-employed people can also be members as well.
Being a member entitles you to access to short-term loans and housing programs offered by the government agency. Regularly employed salaried workers get monthly deductions that go to PAG-IBIG.
However, do you know how to get your monetary contributions once you decide to withdraw them?
Information listed down by Efren Alonso on his website provided a detailed, step-by-step process regarding PAG-IBIG benefits. According to Alonso, your account in the agency is comprised of the following: your monthly savings, your employer’s counterpart share (if you have one), and your total yearly dividend savings.
The website noted that you could withdraw all those if you fulfill the following requirements:
Membership Maturity
Your PAG-IBIG account must have remitted at least 240 monthly contributions to the agency. For those with Overseas Program (POP) accounts, they should have been members for five (5), ten (10), fifteen (15), or twenty (20) years, depending on the member’s option.
Retirement
If you decide to withdraw your contributions once you retire, you must be at least 65-years-old. You can also opt to retire without reaching the age of 65 if you are already 60-years-old or if you have a retirement plan from the SSS, GSIS, or a separate employer provident/retirement plan, provided that you are at least 45-years-old.
Permanent Total Disability or Insanity
According to the source, you may be eligible for withdrawal if you’ve experienced disabilities such as:
1. Temporary total disability lasting continuously for more than 120 days; 2. Complete loss of sight of both eyes; 3. Loss of two limbs at or over the ankle or wrist; 4. Permanent complete paralysis of two limbs; 5. Brain injury resulting in incurable imbecility or insanity; and 6. Other such cases which are adjudged to be total and permanent disability by a duly licensed physician and approved by the Board of Trustees.
Termination from Service Due to Health
If you are laid off from your job because of severe health issues, you may opt to get your monetary contributions.
Permanent Departure from the Country
If you are migrating to another country, you can get your PAG-IBIG contributions.
Death
If an individual dies, the benefits of the fund shall be divided among the legal heirs of the deceased member following the New Civil Code, as amended by the New Family Code.

Fill Out the Application Form

Get a PAG-IBIG Transaction Card and 1 Valid ID
The ID has to have your photo and signature. The source noted:
If the Pag-IBIG Transaction Card is not available, two (2) valid ID cards with photo and signature of Claimant. Pag-IBIG Transaction Card and one (1) valid ID card with photo and signature of Claimant.
Service Record (for Government Employees)
If you work in a government agency, you need to ask for your service record from your employer.
Statement of Service (for AFP personnel)
If you work in the Philippine Army, you need to ask for your statement of service.
However, there are additional requirements you need to have depending on your declared reason for withdrawing the contributions. The source noted these are:
1. NSO/PSA Certified True Copy of Member’s Death Certificate
2. Notarized Proof of Surviving Legal Heirs (HQP-PFF-030)
3. NSO/PSA Certified True Copy of Birth Certificate of all children or Baptismal/Confirmation Certificate (If with child/children)
4. Notarized Affidavit of Guardianship (HQP-PFF-028) (if with child/children below 18 years old, or if child/children is/are physically/mentally incompetent)
5. To establish kinship with the deceased member, the claimant shall submit any one of the following:
a. NSO/PSA Certified True Copy of Member’s/Claimant’s Birth Certificate b. NSO/PSA Certified True Copy of Non-Availability of Birth Record and Notarized Joint Affidavit of Two (2) Disinterested Persons (HQP-PFF-029) c. Certified True Copy of Member’s/Claimant’s Baptismal/Confirmation Certificate d. If Member is single, Certificate of No Marriage (CENOMAR) e. If Member is married, NSO Certified True Copy of Member’s Marriage Contract and Advisory on Marriage.
For Retirement
1. Any one of the following:
a. NSO/PSA Certified True Copy of Birth Certificate b. NSO/PSA Certified True Copy of Non-Availability of Birth Record and Notarized Joint Affidavit of Two (2) Disinterested Persons (HQP-PFF-029)
2. Notarized Certificate of Early Retirement (For Private Employee only, at least 45 years old)
3. GSIS Retirement Voucher (For Government Employee)
4. Order of Retirement (For AFP)
For Permanent Total Disability or Insanity/Termination from Service Due to Health
Physician’s Certificate/Statement (With clinical or medical abstract)
For Permanent Departure from the Country
1. Photocopy of Passport with Immigrant Visa/Residence Visa/Settlement Visa or its equivalent 2. Notarized Sworn Declaration of Intention to Depart from the Philippines Permanently (HQP-PFF-031) (No need to submit if already based abroad)
These are the guidelines you must be extremely aware of as well:
1. PAG-IBIG reserves the right to request additional documents from the claimant, if deemed necessary. Processing of claims shall commence only upon the submission of complete documents.
2. In all instances wherein photocopies are submitted, the original document must be presented for authentication.
3. If the member/claimant cannot personally claim the contributions, one must submit a special power of attorney (HQP-PFF-033) and 2 valid IDs each of the principal and the attorney-in-fact.
